ITAIPU Post-2023 Inflection Point [Negotiation Analysis, English]

Paraguay faces an important inflection point in 2023.

On the one hand, both internal and external factors are highly favorable to growth and development. On the other hand, challenges remain. In 2023, important parts of the ITAIPU Treaty (1973 Brazil-Paraguay) which govern the energy resources of the world’s largest hydroelectric dam are up for renegotiation. 

This preliminary working paper assesses the current state of Paraguay’s ITAIPU Dam negotiations and makes recommendations for how to frame the negotiation for a more beneficial outcome. Available in Spanish here.
